Im making an animated movie and would like to know, is there a good free program that I could edit voice in? For example, speaking normally and then adding an accent or lightening the voice a bit? If not, I need about 7 voice actors

Audacity is free to use. On youtube a lot of tutorials.

Audacity can do a lot of things, but i doubt it'll ever be capable of adding accent to speech. But really, i doubt you'll find any software that can do that.

I already use audacity. I have been on freesound for about a year and downloaded about 100 sounds for my movie project but just recently have been mixing sounds with audacity. If theres no programs I can use to distort voice, could I get some voice actorz?
