This is a description of the sound Chief Bromden hears in his head in One Flew Over The Cuckoo's Nest. It's a metaphor for the insidious, unstoppable 'machinery' with which the vulnerable are crushed into conformity, subservience and dependence, and spat out as unfeeling drones. Specifically, it reflects the author's impression of psychiatric services in the 1960s, though it can also be taken as a comment on 'middlebrow' society at large. I'm putting on a production of this play and part of that means presenting this sound on stage.
There are a lot of good 'rumble' sound effects out there, but I was really looking for something with a hint of something dark and mechanical mixed in; perhaps water or steam-powered. So far all the 'industrial' SFX have sounded to be a bit too much like good honest work! It needs to be something much deeper, and much more sinister.
Does anything come to mind?
Your description reminded me of this sound that I recorded:

You may also have luck mixing a few sounds together.
