There are several VST, even free ones, that will create the slow down effect, for instance:

You're absolutely right, any Digital Audio Workstation or simpler VST host will load them, even some sound editors can interact with the installed VST, included Audacity:

Well, Audacity is very simple to use for simple tasks, but if you want, you could provide the clip to slow down and I could apply those effects with different parameters and give you the resulting clips.
Or, if you're familiar with a different sound editor, just check if it supports external VST; if it does, you'll be done in just a few clicks

I’ve uploaded a file that might meet your requirements, when it gets uploaded, I’ll post the link.
Basically, first you put the plugin file(s) in a folder e.g. C:\Program Files\VstPlugins
then you open the Soundtrax options and tell it where your VST plugins are.
If the program has a button to perform a scan of the located plugins, press it and wait, and if those plugins can work with Soundtrax they'll result enabled.
Nero Wave Editor would be an alternative to Soundtrax if you have that too.
I've just tried using them in Audacity; the trick is that, at least in Audacity (but probably the same happens with Soundtrax) I can't interact with the plugin WHILE playing the preview or applying it; but I managed to get tapebrake to work because it lets you press the stop button and it will stay pressed, before applying the effect.
Since the slowdown will start immediately, as the button is pressed already, if you want to make it happen later just select the part of sound to apply it on, say after 1 or 2 seconds, then invoke the plugin.
Of course these plugins are made with live usage in mind, while sound editors use them differently, but you should still be able to make it work this way.
I'm tearing my hair out here. I highlight the area I want to affect, then >think< I'm applying it, but nothing seems to happen after I click "OK". There are no instructions and the online tutorials I've found so far do not apply to Nero, although the interface looks the same. It should be a simple task, but no matter what I do, nothing changes. I've occasionally gotten it to do it "live", but can never seem to repeat it nor apply it. Very frustrating!
I've found a way that always works for me in Audacity, after selecting the portion to slow down and opening the plugin.
Audacity shows the plugin in a window that has a Preview button, besides the Cancel and Apply ones.
So:
- I make sure the Stop button on the plugin is not pressed (greyed in the center)
- I play the Preview and wait until it finishes
- I press the Stop button
- I apply the effect
If Soundtrax has a preview button too, try this way; otherwise you can do it in Audacity, I assure you it will take no further learning since you know Soundtrax already, or my offer to process the sound for you always stands in the worst case
