electric sounds that might be edited to fit the bill. there is an entry under neon which seemed pretty good too.
It's a little noisey, but I have two flourescent balast recordings of the Hum. It is preceeded by a switch being thrown. I *might* still have a longer recording of the ballast only, since I added the switch separately.
