I'm brand new here - haven't navagated whole site yet. Can I get loops, samples, hits, and stabs for my cover band?. I need to downward sine-wave in "Hella Good" by No Doubt, and string hit from "Good Times" by chic, etc.

I am not the most experienced user, nor am I an expert in copyright regulations.
However, I am pretty sure that if you are after specific loops from known bands you should not be able to find them here. The rules for uploading material to freesound clearly state that you cn only upload material that you own the copyright to. Among other things, this means you cannot just sample a loop from somebody else's song and upload, unless they have specifically authorized you to do so. Loops or other samples from commercial songs would be an infringement to the copyrights of the artists who made the song.
However, you may get some help from users who are able to create a loop that resembles a particular strech or rhythm from a known song and then post it on freesound. I am not sure if there are any rules on "imitation" of commercial song shythms or sequences. Maybe one of the more experienced users can offer guidance on this matter.
There is no problem in recreating a sample as long as it is made by the uploader, e.g
