In short,I'm developing a clock app and I want to use freesounds as its or either cutting the parts that I don't want to make it short

in both cases if I give the attribution,is it ok to use the sounds in my app for commercial use.

be my gast, but as you tell, give me the credits by giving your users a link to every sound you use.
    regards user klankbeeld.

ps and €1.000 fore every €100.000 you make with my sounds. You always can offer a little money to freesound instead. Better !!

To hear, you first have to listen

Yes, if you mean "commercial" as "I will make money from this."

No, if you mean "commercial" as "advertising."

In English (or at least US English), "commercial" can mean "something done to make money" as well as "advertisement." The license text uses it in the first sense, but since some people might think of it in the second sense, I believe it's important to point this out. The license also says "You may not use this work to advertise for or promote anything but the work you create from it," which is why the answer is "No" if you meant "commercial" as "advertising" (unless it was advertising your app in which you are using the sound).
