I noticed the underwater kind of sound too, it wasn't planned, just a result of "what happens if" effect fiddling :) And yes, Audacity has a built-in vocoder, other than supporting external ones in LADSPA, LV2 and VST formats; I don't know if it's in the stable version, but the beta versions I've been using lately all have the vocoder.
