Here is a part of the sound that I'm not sure what it is doing, I guess that this is the checksum part for the header message. But I'm not sure.

  This is the end of message sequence. EAS/SAME consists of a dynamic preamble containing information on the alert as to type, issue, expiration, location etc., repeated three times with one second of silence in between, followed by two seconds of silence, then an audio message, the this static end-of-message, repetead three times also seperated by one second breaks.
