I'm smart enough to know what this is. This is the EOM signal at the end of an EAS alert.

This is the end of message sequence. EAS/SAME consists of a dynamic preamble containing information on the alert as to type, issue, expiration, location etc., repeated three times with one second of silence in between, followed by two seconds of silence, then an audio message, the this static end-of-message, repetead three times also seperated by one second breaks.
