Let's say there's a beat on here that isn't available for commercial use. If I used that beat in a song and properly credited the creator, would I be able to put that song up under a license that allows for commercial use?

I don't know exactly what you mean by "put that song up"; I assume it means publish as a track to buy from say, Beatport.

If you want to use a loop for a commercial project but it's CCBY-NC, then please contact the author and ask if it's ok. 9 times out of 10 they will say yes. People are quite generous here, so respect their licenses.

My sincere apologies it was 5am when I replied to your post, and I had not slept yet, so It was misconstrued slightly. I've just re-evaluated your intention, and I understand now that you want to publish the song in another library or music repository for others to use royalty free.

Though, my previous reply is still valid for the context of selling your music. Timbre (thanks mate) has kindly pointed you in the right direction, that should explain your permissions of use for publishing sounds in libraries that contain already licensed CC material.

Please note though that this table in the FAQ only applies to music/sounds you want to upload and publish to a Creative Commons audio database like Freesound or CCMixter, not publishing for sale.
