this is really easy to do in audacity. here is how to make it.
1) open audacity, on the toolbar click file "new"
2) then on the toolbar click generate and "noise"
3) select a time length to generate the noise. this will make a white noise file.
4) save the file (file, export audio).
5) done!
you can make it as long as you like, 10 seconds, 10 mins, 1 hour.
