Hello,
Does anybody know what (instruments) the Law & Order ( http://www.youtube.com/watch?v=-8lDYrvTILc ) sound effect consists of and how to describe it ("climax", "tension", "new information")?
Variations have been used in Adventure Time ( http://youtu.be/ZISM2lIOLMA ) and Community ( http://youtu.be/QDPobxn5TsE ) for example.
I don't know what they used, but I'd layer a wooden percussion on a synth choir pad to begin with.
On the FX side, a delay and a lot of reverb.

But actually Diboz's approach is intriguing!
I had also considered stretching a hit from our friend power station industrializer instead of the pad...
Not extremely faithful, but here goes a quick attempt:

This little frankensound includes flap - 01.wav by schluppipuppie and a pitched down (and stretched too) hi hat as suggested by Diboz.
It is a sound with a lot of reverb (a lot of FX to dry ratio, or even 100% fx). It sounds like it is a long reverb.
In the Youtube video the sound dies out because of fading out the volume, not because of the reverb time which sounds like it's much longer if the volume wasn't faded out.
I'm sorry not to be able to know what sound is at the basis of it, but don't be surprised if it's a percussive kind of sound only, like a marimba, and not a choir. What is heard is mostly the effect (FX).
